
Robert Rubano, Scoutmaster of Troop 24 in New Dorp, was recently awarded the Eagle Scout Award from the Boy Scouts of America -- the highest rank Boy Scouts can attain. The catch is that the average age at which a young man earns this rank is approximately 16 years old -- with the cut-off age being 18.
